      <image:title>CVRD Gallery - Regional Growth Strategy</image:title>
<image:caption>The CVRD Regional Growth Strategy (RGS) sets out a general approach to infrastructure and development that can support rainwater management at the watershed scale. The RGS also acknowledges, implicitly, that there may be limits to the ability of the region and its natural systems to accommodate growth: "Infrastructure extensions should be guided by an understanding of where and how growth should occur, considering natural capacity, environmental impact, costs and efficiency, and to resolve health risk implications from failing onsite systems." In addition, the CVRD Regional Growth Strategy contains a number of provisions that specifically support aspects of integrated watershed management within the Regional District: Objectives 2-A, 3C-2, 3C-7, 5B-1, 5B-4, 5C-1,5C-2, 5C-3, 5C-4 and 6A-2</image:caption>

<image:caption>The CVRD Regional Sustainability Strategy contains several goals and objectives that are supportive of integrated watershed management such as Objective 2.1.3, Goal 3.7, and Objective 3.7.1 While these goals and objectives do not have legal force, they represent support for integrated watershed management framed in a broader sustainability context, and may provide a link to other sustainability initiatives undertaken in the CVRD, by the regional district or by member municipalities.</image:caption>

<image:title>CVRD Gallery - Rural Comox Valley Official Community Plan</image:title>
<image:caption>The official Community Plan (OCP) Bylaw No. 337 policies generally appear to support an integrated approach to managing rainwater from the site level to the watershed level. For example: Regional Objective and Policies Natural Environment Objectives "7. To implement rainwater management practices and policies that preserve and restore the natural water balance during development and redevelopment in order to maintain and improve watershed health and protect downstream properties and infrastructure." Within the Regional Objectives and Policies section there are 9 policies specifically under the Natural Environment - watershed management/protection policy. Check them out.</image:caption>

<image:caption>An example of relevant local area plan is the development of the Liquid Waste Management Plan (LWMP) for the Union Bay Improvement District area, and Royston, which addresses water quality, water conservation and on-site rainwater management for the proposed wastewater treatment plant (WWTP). At its May 29, 2012 board meeting, the CVRD adopted the following recommendations which directly support water conservation and help minimize wastewater flows to the new south regional WWTP. *Waste water user rates for a new south regional sewer treatment service be linked to water use within the participating communities. *Users of a new south regional wastewater treatment plant utilize “high efficiency” toilets.</image:caption>

<image:caption>The Developer’s Guide to Water Wise Land Development in the Comox Valleywas developed for education and to communicate the story of why watershed-based rainwater management planning (as opposed to jurisdictional) is necessary, the strategies available to land owners and developers to minimize their negative impacts on the watersheds they reside in, and the roles that each audience plays to achieve or maintain a healthy watershed. It is an orienting guide to the range of ongoing transformational work that’s occurring to align regulators and industry best management practices into a Design with Nature approach. The Guide is designed to be visually engaging, easy to read, with front counter ‘branding’ consistent to all four local government planning counters, and tips to applicants on how to prepare successful applications. Available at all four municipalities front counter. And Here</image:caption>

      <image:title>CAVI Gallery - Water Balance Model Express</image:title>
<image:caption>The Water Balance Model Express is primarily for Landowners as an online tool that has pre-set and watershed-specific performance targets. The Express guides property owners through a simple and visually oriented set of sizing options for rain gardens, cisterns, infiltration swales and landscaping. The tool helps property owners quantify how well their properties capture, sink and spread rainwater runoff and do their share to meet the watershed targets. This will assist with front counter inquiries as well as allow residents to explore online opportunities to make their specific property more watershed-friendly.</image:caption>

Provide background and context to the CAVI Comox Valley initiative. These initiatives are listed here and discussed in more detail in the report: *The Developer’s Guide to Water Wise Land Development in the Comox Valley *Comox Valley Water Wise website *Comox Valley Water Balance Model Express on-line tool and Water Balance Accreditation Workshop * Beyond the Guidebook 2015 Inter-Regional Education Initiative (IREI)</image:caption>

<image:caption>Beyond the Guidebook 2015 describes how local governments on the east coast of Vancouver Island and in the Lower Mainland are ‘learning by doing’ and collaborating to develop and implement ‘integrated solutions’ that are effective and affordable, create a legacy, and achieve the three cascading objectives for Watershed Health, Resilient Rainwater Management and Sustainable Service Delivery, namely: 1) protect and/or restore hydrologic integrity; 2) mimic the natural water balance; and 3) integrate natural systems thinking and adaptation to a changing climate into asset management.</image:caption>
